8th Grade Eligibility for High School Athletics

This past legislative session, House File 2591 was passed and signed by Governor Reynolds.  This legislation allows 8th grade students to participate at the high school level.  The Howard-Winneshiek Community School District recognizes that participation in extracurricular and athletic programs is an important extension of the educational experience, structured to promote student development, teamwork, and competitive excellence. Generally, high school athletic programs are intended and reserved for students in grades nine through twelve (9th – 12th grade). High School rosters and playing decisions are made by the High School coaching staff with assistance from the High School Activities Director with the development and competitiveness of the team in mind.

An eighth (8th) grade student-athlete will only be considered for high school athletic eligibility under specific, case-by-case evaluations led by the sport’s Varsity Head Coach, Varsity Coaching Staff, Activities/Athletic Director, and Administration.

1.  An evaluation of the eighth (8th) grade student-athlete and athletic program must be conducted by the Varsity Head Coach at the beginning of the season

2.  The eighth (8th) grade student-athlete who is moved up must:

a.  Demonstrate an elite level of physical, technical, social, and emotional readiness, guaranteeing them a position as a Varsity starter or a significant, regular Junior Varsity (JV) or Varsity contributor

b.  The high school program’s participation numbers are critically low, and the inclusion of eighth (8th) graders is deemed absolutely necessary to field a standard high school Varsity and/or Junior Varsity roster that otherwise would not have enough players to exist

3.  The eighth (8th) grade student-athlete who is moved up and placed on a high school program’s roster is eligible to participate at any level offered by that program. (JJV, JV, or Varsity)

4.  It is understood that once an eighth (8th) grade student-athlete is rostered at the High School level and participates in a High School athletic competition, he/she may not move down to compete at the Middle School level of that sport for that sports season. The same goes for rostering at the Middle School level.

5.  It is understood that once an eighth (8th) grade student-athlete has declared roster eligibility for a High School athletic team, that eighth (8th) grade student will now follow the IHSAA/IGHSAU student scholarship rule as well as the Crestwood 9-12 grading policy.

6.  It is understood that a High School athletic program has different demands, expectations, and requirements compared to a Middle School athletic program. Examples include but are not limited to longer seasons, longer practices, team requirements, the potential for events on Saturdays, and more.

To protect the student-athlete and the integrity of the athletic program, unanimous approval is required from all parties – Parents, Administration, Athletic Director, and Varsity Head Coach. Any single party listed above holds individual veto power. If any one party dissents, the request is automatically denied.
